General Secretary Xi Jinping has made several important instructions on accelerating the development of 5G, emphasizing the need to "promote the accelerated development of 5G networks" and "accelerate the progress of the construction of 5G networks, data centers and other new infrastructure". This year's "Government Work Report" also clearly requires: strengthening the construction of new infrastructure, developing a new generation of information networks, and expanding 5G applications.

In recent years, the provincial party committee and the provincial government attach great importance to 5G network construction and industrial development work, 5G into the province's top ten strategic emerging industries to promote the overall, Secretary Wang Guosheng stressed that the construction of new infrastructure, represented by 5G, is the implementation of the "six stable" "six protection The Secretary Wang Guosheng stressed that the construction of new infrastructure, such as 5G, is an important measure to implement the requirements of "six stability" and "six protection". Ⅱ.the basis for the development

Based on the Notice of the Ministry of Industry and Information Technology on Accelerating the Development of 5G (MIIT Communication [2020] No. 49), the Notice of the General Office of Henan Provincial People's Government on Accelerating the Development of 5G Network Construction (Yu Zhengban [2019] No. 40) and the Three-Year Action Plan for Accelerating the Development of 5G Industry in Henan Province (2020-2022) ( 豫政办【2020】20号).

The Implementation Opinions" is divided into five parts: guiding ideology, basic principles, work objectives, key tasks, and safeguard measures.

The first part: guiding ideology. Deeply implement the important ideas of General Secretary Xi Jinping on the construction of a strong network and new infrastructure, fully implement the decision and deployment of the provincial party committee and provincial government, firmly grasp the strategic opportunity of 5G development, adhere to government guidance, industry promotion, resource sharing, service society, coordinate the planning and layout of 5G base stations, accelerate the construction of 5G networks, implement 5G construction support requirements, deepen the demonstration of 5G applications, build a new 5G Infrastructure innovation and development demonstration city, to ensure the city's economic and social digital transformation and high-quality development.

Part II: Basic principles. Four basic principles are proposed: insisting on integrated planning and reasonable layout, insisting on open sharing and integrated development, insisting on safety and environmental protection, green coordination, insisting on application leading and key breakthrough.

The third part: work objectives. Improve the planning layout of 5G network, orderly promote the construction of base stations, accelerate the process of 5G scale networking, and by 2022, build no less than 30,000 5G base stations and achieve continuous coverage of 5G network in areas above townships. Promote the deep integration of 5G and industrial Internet, smart city, car networking, smart medical, etc., and further expand the field of 5G application scenarios. Take the development of 5G industry as a breakthrough, promote 5G technology innovation and transformation of achievements, attract leading 5G enterprises with vertical integration capabilities, and focus on building an industrial ecology of convergence and innovation. With environmental optimization as the guide, strengthen policy support, optimize the development environment, and focus on building a leading area for 5G industry innovation and development, a demonstration area for deep integration, and a radiation-driven application area with significant national influence.

Part IV: Key tasks. Mainly including: First, accelerate the 5G base station layout planning. It will accelerate the preparation of 5G base station construction and development planning in Zhengzhou, comprehensively promote the common construction and sharing of 5G base station sites, electricity and other supporting facilities, strengthen the construction of 5G infrastructure information system, and build a "one map" of 5G infrastructure resources; secondly, vigorously promote the 5G network coverage project. In 2021, the project will focus on the continuous coverage of the above-county area and the coverage of the rural area in townships, and in 2022, the project will focus on the continuous coverage of the above-county area and the coverage of the rural area; thirdly, the project will increase the opening and sharing of public resources. Preparation of 5G base station power distribution special planning, to solve the problem of obtaining power in the vicinity as well as power expansion, and strive to reduce the proportion of the city's relay power base stations to within 20% by 2022; eight is to strengthen the construction and protection of supporting communications infrastructure. Coordinated consideration of communication infrastructure construction needs, the communication pipeline, base stations, tower construction together into the planning; nine is to promote 5G technology innovation. Accelerate the integration of 5G with cloud computing, big data, Internet of Things, artificial intelligence, intelligent sensing and other technologies, and promote technological innovation of 5G application scenarios in key industries; tenth, build 5G application innovation pioneer areas and application promotion demonstration areas. Promote the synergistic application of 5G and new technologies such as Internet of Things, edge computing, artificial intelligence, etc.; accelerate the integration and development in smart manufacturing, smart cities, smart healthcare, etc.; eleventh, accelerate the development of 5G industry chain clustering. Accelerate 5G enterprise cultivation and carrier construction, promote 5G industry chain development synergy, form a number of 5G backbone enterprises with core competitiveness, and build 5G industry demonstration parks.

Part V: Guarantee measures. Mainly take four measures to strengthen organizational leadership, strengthen work guidance, increase financial support and strengthen publicity and guidance.

1. Strengthen organizational leadership. Establish a leading group to promote the development of new 5G infrastructure construction, responsible for coordinating and promoting the construction of new 5G infrastructure, and establish a sound mechanism for coordinating and promoting the work to ensure that the work is carried out.

2. Strengthen work guidance. In accordance with the scope of responsibilities of government departments at the municipal and district levels, sub-district departments will implement the main body responsible for coordination and promotion, increase the coordination and guidance for the planning and preparation of 5G base stations and the guarantee of resource elements, carry out the assessment of 5G network quality of service, and improve network service capacity.

3. Increase financial support. Increase financial funds to subsidize the construction of 5G network facilities and electricity costs. Increase support for 5G innovation and development from special funds for strategic emerging industries and special funds for information development. Support social capital to participate in the cooperative construction of 5G base stations and supporting facilities.

4. Strengthen publicity and guidance. Support the establishment of special 5G pavilions and 5G topics through exhibitions, forums and competitions to help promote the landing of 5G applications. Increase publicity through newspapers, TV, new media, etc. to create a good atmosphere for the construction and development of 5G network facilities.
