The Action Plan proposes that by 2025, the management mechanism for green and low-carbon development in the information and communications industry will be basically improved, key breakthroughs will be made in energy conservation and emission reduction, the overall resource utilization efficiency of the industry will be significantly improved, the ability to help the green transformation of the economy and society will be significantly enhanced, the comprehensive energy consumption per unit of information traffic will be reduced by 20% compared with the end of the 13th Five-Year Plan period, and the energy consumption per unit of The comprehensive energy consumption per unit of information traffic is 20% lower than that of the end of the 13th Five-Year Plan, the comprehensive energy consumption per unit of total telecommunication service is 15% lower than that of the end of the 13th Five-Year Plan, and 30 typical application scenarios in the information and communication industry that empower the whole society to reduce carbon are selected and promoted.
